Bachelor`s degree in Business, Computer Science, or related field, preferred. Project Management certification preferred, i.e. Project Management Professional (PMP) or Certified Scrum Master (CSM) Minimum 10 years of direct work-related experience in automated systems, systems development, and/or an information technology environment, or equivalent combination of related higher education and experience. Understanding and experience with project methodologies such as waterfall and/or agile. Understanding and experience with end-to-end project lifecycle and standard artifacts. Experience managing large scale IT projects. Ability to effectively facilitate and summarize meetings. Strong oral and written communication skills, gearing communications to the level of the audience. Must be a U.S. citizen or lawful permanent resident alien with at least three years of legal residency. Occasional travel may be required.Responsibilities:
The Client is looking for a Program Manager to help lead a large-scale technology modernization program for the U.S. Treasury. This program is a multi-year effort tasked with building a replacement for an existing US Treasury system for the US public. In this role you will be supporting the technology division efforts to build and implement this system. Responsibilities: Directs, coordinates and monitors all activities for a variety of large, highly integrated and complex programs or projects related to new products, services, web solutions or automated systems implementation with significant FRS or Bank-wide impact. Demonstrates strategic thought direction and leadership in addressing unique or complex situations that impact the related project(s), programs or portfolios Monitors developments and best practices in the internal/external business environment, FRS, and regulatory matters. Anticipates potential challenges, including internal and external business challenges and regulatory issues. As needed, provides the translation between the technical automation or systems solution and business line processes Provides tactical and strategic options and project or portfolio recommendations as input to applicable project governance groups. Develops project agreements or charters based on requirements, risk and complexity of potential solutions, and creates project plans, integrated schedule accordingly. Ensures all of the project`s technological requirements and objectives are correctly gathered, understood and properly translated for implementation. Ensures agreement from project sponsor(s) and stakeholders is received for initial scope, budget and schedule and any changes throughout the project life-cycle. Plans, coordinates and monitors all stages of project management including initiation, planning, execution, implementation and closure, ensuring compliance with System and industry standards, methodologies and guidelines. Ensures timely delivery of necessary artifacts throughout project and/or program lifecycle. Directs all aspects of the project or program team, including assigning individual responsibilities, tasks and technical functions. Identifies the project`s/program key success indicators and manages the work within scope, quality, time and cost constraints. Manages to successful outcomes through identifying and addressing issues and risks. Serves as a key liaison between project/program team, vendors, Bank and FRS management, and business line users. Routinely prepares and delivers written and oral communications, including presentations to Senior Management Provides consistent and comprehensive project/program status reports, updates and on-going cost analyses. Generates timely and appropriate communications, develops, produces and/or delivers organizational and enterprise-level presentations, views, and reports related to project/s and/or programs. Ensures that programs and/or projects conform to standards such as technical, quality, timeliness, and cost, as well as to relevant FRS policy, governance, guidance, and frameworks. Monitors and reports on progress, performance, and status. Develop and manage project/program budget.
